"I started with SafeBoda, and now I’m part of the Twezimbe Women Association," Mukeshimana shares, highlighting how technology is slowly transforming the way riders operate. The Intelligent Transport Monitoring System (ITMS), which incorporates the Electronic Penalty System (EPS), is at the heart of this transformation. Using cameras and smart tools, it monitors traffic flow and vehicle behavior, prompting a shift in rider habits.

"In areas where there are cameras, riders are more careful because they know dangerous driving is being recorded," Mukeshimana explains. "Now we are more mindful when overtaking or crossing." This system isn't just about surveillance; it's about fostering a culture of responsibility. And this is the part most people miss: it's about safety.

But here's where it gets controversial... The ITMS also offers a sense of security, particularly for women in a male-dominated field. Mukeshimana emphasizes, "I feel safer on the road. As women, we want to drive safely. The system helps protect us from careless drivers."

In 2025, the ITMS proved its worth by assisting the Uganda Police Force in recovering 32 cars and 13 motorcycles that had been reported stolen. This is a clear indicator of its growing importance in law enforcement. Mukeshimana, who owns two motorcycles, understands the peace of mind the system provides. "If my boda boda is stolen, I just call the police. With such a smart tool, it’s easier to track the bike or vehicle location," she states.

She encourages all riders and motorists to use the system when needed. "If someone knocks you or steals your ride, report immediately. They can track the vehicle or boda boda from wherever you are." Furthermore, Mukeshimana advocates for closer collaboration between traffic police and ITMS authorities. "Traffic police should work together with the smart tool providers to make our roads safer," she says. "We need to think about pedestrians, passengers, and everyone who shares the road."
